This is called a Boxy Bag, here is the link to the tutorial. I used piece of Bashful Blue cardstock for the box and Verve's Snow Wonderful set to decorate it. For the strip along the bottom, I stamped long snowflake BG builder stamp in Brilliant Blue. I framed it with a piece of Brilliant Blue cardstock punched with SU's scallop border punch. I did that for all 4 sides then tied a piece of SU royal blue 1/4" grosgrain around it.
Next I stamped the Santa and then stamped his hat again. I colored and decorated him with some Kaiser rhinestones, cut him out and glued him to the bag. I then cut out the second hat and popped it up. I raided my ribbon scrap bag and found some various silver, white and blue ribbons. The Christmas chocolates are in a regular sandwich baggie that I tied, trimmed and pulled up through the punched slots.

I used Jody's tutorial with 2 variations. The first, I cut a couple inches off the top panels, making the project not as tall. The second, I used a Word Window punch to make the ribbon slot instead of the Slot punch.
